This handler scans a message's Subject: and Keywords: fields (and
optionally the same fields at the start of the body of a message),
looking for matches against topic regexps. For each one it finds, it
adds the matching topics to the message metadata, using the key
"topichits". It also adds an X-Topics: header.
CalcRecips will use this information to cull its recipient lists.
