New qrunner one-shot script which subsumes the rest of the old
cron/qrunner functionality that wasn't appropriate for
bin/mailmanctl. This allows you to run a sub-qrunner once through
its processing loop, but only if the master qrunner isn't running.
This completes the replacement of cron/qrunner which is now obsolete.
