code cleanup:
moved the archivery directory checking code to
Archiver.Archiver.CheckHTMLArchiveDir() and call that from
MailList.Save().
Also changed the archiving perms so that they are setgid mailman, as a
start to letting people with accounts that belong to group mailman run
archiving stuff by hand.
