Better error messages when the cgi_wrapper or mail_wrapper groups
can't be found.
Added a search for group mailman. It must exist, or a fatal configure
error occurs.
Added a test of $prefix. It must be group owned by mailman, it must
have the group sticky bit set, and it must have permissions of at
least 0775.
