Factor out some of the common code in admin.py and admindb.py.
Specifically,
loginpage(): Creates and prints the HTML for the front page of the
admin interface. Lots of config arguments ;)
authenticate(): Performs the actual authentication and raises a
NotLoggedInError if that fails.
